RELOCATION INFO
Relocation is a challenge! It's never easy to leave family and friends behind.
While no move is without its difficulties and annoyances, careful planning can
often be the big difference between a routine relocation and financial/emotional
hardship. Contact the Relocation Assistance Program, at the base nearest you, as
soon as you receive notice of your PCS, for more information on your new duty
station. The Relocation Program at the Family Support Center offers classes such as
"Welcome to Britain", which will introduce you to the culture of Great
Britain and where to go and what to do. We also have a Newcomer's Bus Tour which
takes you to the county town of Norwich, full of history and shops. At the Base
Overseas Orientation you will be introduced to the Wing Commander and will
receive several informative briefings, including information from our British
Community Relations Advisor about cultural differences.
While you wait for your household goods shipment, Family Services will loan a
variety of items to you. Pots, pans, dishes, silverware, linens, irons, cribs,
car seats, strollers and other selected items are available FREE OF CHARGE for
an initial period of two months, which can be extended if your goods are
delayed. Just stop by Family Services, Bldg 460 (in the Family Support Center)
with a copy of your orders between 0900-1500.
Please note that pillows and towels ARE NOT available for loan, due to hygiene
reasons. Keep this in mind when packing your "unaccompanied
baggage".

****There is NO nontemporary storage in the United Kingdom.****
Therefore, it is very important that you only ship those items that you
absolutely need. If, at the time of delivery you discover that your house will
not accommodate all of your property there are NO PROVISIONS to ship that
property back to the United States or as mentioned above into nontemporary
storage. Feltwell furnishings will provide you with a washer, dryer, and
refrigerator for the duration of your tour.

Household Goods Weight Allowances
Entitlements are always dependent on the authorization that
the military
personnel flight has assigned to you in your particular
situation. Single members PCSing are authorized 10 percent or 700
lbs of the above weight,
whichever is greater, unless otherwise stated on your orders.
Note: Members serving an unaccompanied tour who do not have the full Joint
Federal Travel Regulation (JFTR) weight authorized to them are limited to the 10
percent option or an unaccompanied baggage shipment, they will not be able to
make a split shipment (part by air part via surface).
Also, unaccompanied members who are authorized to ship the full JFTR weight will
be limited to 400 lbs of unaccompanied baggage.

POV In-Bound Shipments
Effective January 31, 2001, you must show the U.S. port or vehicle processing
center your Title (if you own your car) or a letter from the Lien Holder (BankCredit
Union, etc) authorizing you to ship the POV Overseas. If you don't have one of
those documents, the port or vehicle processing center will not accept your car
for shipment overseas.

Please take the following documents when picking up your POV: Valid ID card,
proof of UK car insurance, 3rd AF driver's permit, DD Form 788 (POV shipping
document), PCS orders, power of attorney (If someone other than military member
picks up vehicle, British Sterling for gasoline and a set of keys. **Please note
any damages to your POV while still at the port, on form DD788 during inspection
and take to the legal office-claims section. All inquiries on inbound POV's
should be routed through TMO Inbound Section.

All active duty and DOD civilian personnel can obtain a box number before they
arrive by sending a copy of their orders to their sponsor. All TDY personnel
should go to the Customer Service Desk at the Post Office as soon as possible
after they arrive so that a General Delivery File can be set up for them.
The Military Postal System provides most of the same services as the United
States Postal System, but you may expect your mail to take a bit longer to be
delivered because of the extra distance it must travel. Priority packages and
letter-class mail arrive in approximately 8 days. Magazines and surface mail may
take 30-35 days. Express mail service may be purchased for delivery to CONUS in
3 days. For complete guidance, please see USAFE Pamphlet 33-102.

DRIVING DIRECTIONS:
FROM: NEWCASTLE TO MILDENHALL
Start: From the Port in Newcastle. Join the A1(M) Southbound At Darlington the
A1(M) changes to the A1. Carry on Southbound on the A1. Carry on South on the
A1, Passing Leeds, Sheffield and Nottingham. On the A1 exit onto the A604
towards Huntingdon. Take the A604 onto the A14 Eastbound towards Cambridge. Exit
the A14 onto the A11 towards Mildenhall. Once on the A11, you will reach a large
roundabout. Take the first left at this roundabout towards Mildenhall. Continue
through Mildenhall Village on the A1101 following the red & white signs for
RAF Mildenhall. Relax.
FROM: DOVER TO RAF MILDENHALL
Start: At the Port of Dover: Take the A20 towards Folkestone. Join Junction 13
of the M20. Stay on M20 Passing Maidstone. Join the M25 at Junction 3 near
Swanley. Continue north on the M25, past Dartford(UK Toll Booth) At Junction 27
on the M25 exit onto the M11, towards Harlow. Continue on the M25 past Stansted.
Exit the M11 at Junction 9 onto the A11, towards Newmarket. Continue on the A11
past Newmarket and head towards Mildenhall. Once you reach a Large roundabout on
the A11, take the first exit left into Mildenhall. Carry on through Mildenhall
village on the A1101. Follow Red & White signs to RAF Mildenhall.

ARRIVAL & CHECK-IN
REQUIREMENTS: (See major category "Relocation Services" related
subject "PCS Report Procedures".)
Most people arrive in the UK on AMC Contract Flights that fly into RAF
Mildenhall. If you fly in on a commercial flight, you will arrive at Gatwick
Airport approx 115 miles from RAF Mildenhall), or Heathrow Airport approx 110
miles from RAF Mildenhall).
Members from the Family Support Center meet the plane at the Mildenhall terminal
and will help you find your sponsor, your luggage and anything else you need.
Please ensure you contact your sponsor of your arrival date and time.
The Road Traffic Act requires all vehicles registered in the UK to
possess two
registration (license) plates. Those that do not can be fined. Don't
forget to
handcarry your stateside license plates with you. You will put your
stateside
plates on your POV until your vehicle meets the requirements to get
your British
license plates. Also check yours and your dependents drivers license
prior to
your departure to ensure they will not expire while your in the
overseas
area. Some states have provisions where a service members drivers
license even if showing as expired is in fact not expired. It is
however easier in case something happens to make sure that your license
is up to date any how and could save you hassle in the future.
Passport Information - An added benefit of a USAFE assignment is the ability to
travel in Europe and see sights that many people spend a lifetime just dreaming
about. Your MPF will ensure that members and their families have the appropriate
documents to enter the country where they will be assigned. If you wish to
travel while assigned in Europe it is recommended (not mandatory) that you and
your family acquire tourist passports (at your expense) before coming to Europe.
Your tourist passport will ensure you can travel freely to all European
countries. A no-fee passport will not allow entry into some European
countries.
Please note that civilian clothes should be worn when flying into Heathrow or
Gatwick Airports, and should not identify you as a service member.
Upon arrival at Gatwick or Heathrow: Process customs, this may involve a long
wait. Shuttle bus service is provided to RAF Mildenhall if you have trouble
locating the area to catch this shuttle, stop by the Information counter in the
airport and they will direct you. TAXI CHARGES WILL NOT BE REIMBURSED UNLESS YOU
ARE AN O-6 (OR ABOVE) OR THE SHUTTLE BUSES HAVE ALREADY DEPARTED. See
"Transportation" for further info.
There will be some circumstances, however, when shuttles will not meet travelers
needs. In these cases contact TMO Passenger Section DSN 238-2061 or commercial
01638-542061 to assist with travel arrangements.
There is no shuttle bus service from Stansted Airport to RAF Mildenhall.
Personnel arriving Stansted TDY should make advance taxi arrangements. To
arrange a taxi, FAX flight number, arrival time, phone number, and a copy of
orders to TMO Passenger Section, or have the gaining organization bring
information to make the arrangements (DSN FAX 238-2250 or Civ
011-44-1638-542250).
A 10-day advance payment for billeting is now required upon check-in. This will
enable you to process your advanced TLA with the Housing office. If 10-days
advance payment could be a hardship, please consider applying for a government
credit card in advance to your PCS, the card is transferable.

CURRENCY:
The British unit of currency is the pound sterling. The pound is divided into
100 pence and British coins are minted in 1p and 2p (bronze); 5p,10p, 20p,and
50p (cupro-nickel); one pound (nickel-brass) and two pound coins. The 20p and
50p are seven sided, all the rest are round. Banknotes are printed in
denominations of 5, 10, 20, and 50. Also, it pays to shop for the best currency
exchange rate and lowest commission charge, especially if you will be exchanging
money often.

Driving in the United
Kingdom
It is mandatory that you attend the Air Force Driving Briefing within 10
days from your arrival.
Motorcycle Requirements
If you are a motorcyclist or think you might be interested in motorcycling while
stationed in Europe, there are a few things you should know first before making
any riding plans or financial obligations. You must complete a Motorcycle Safety
Foundation (MSF) approved safety course in order to get the required motorcycle
endorsement on your AF driver's license before you can ride your motorcycle in
Europe. Courses for beginner riders are held at RAF Molesworth. Courses for
experienced riders are held at RAF Molesworth and RAF Lakenheath. The frequency
and availability of student slots are limited. You are highly encouraged to
attend one of these safety courses the MSF offers at your stateside location
prior to PCSing here to avoid any unnecessary delays in licensing. See your base
safety office for details.

Drivers License - You must have a USAFE permit to drive in the UK.
To obtain this permit, you must attend a briefing. This briefing is given by
Wing Safety every Friday at 0800 at the Bob Hope Community Center, attendees are
issued the USAFE Permit at the end. Please note that you must bring your
military I.D. card and a valid stateside license or equivalent. Please ensure
that your license is still valid before you arrive in the UK. You can prepare
for the written test by studing the UK Highway code.

Vehicle
Inspection (Ministry Of Transportation)
What is an MOT? The MOT is a bumper to bumper safety test. It is very involved
and complex and is not an easy test to pass. The MOT test itself takes about 45
minutes and the cost is about £30 or its dollar equivalent at the going rate. The
MOT applies to all vehicles more than 3 years old. The MOT certificate is good
for 12 months and then must be retested. You must have an MOT test and have
passed in order to drive on British roads.
What should the guidelines be when deciding whether or not to bring an older
vehicle to the UK? The general rule is if you don't think your car will pass
this test, it might be a good idea to consider the cost and length of time it
would take to get the parts to repair it (generally from the States). A good
rule of thumb is any car 10 years or older, unless a classic, would be best left
in the States.
THE LIGHT REQUIREMENTS FOR THE MOT ARE VERY EXTENSIVE! - All vehicles built
after 1 April 1981 must have a fog light, mounted at the rear of the vehicle,
centered to the right hand side of the vehicle. Also, the light control switch
must light up when the fog light is on and must be seen from the drivers seat. -
Parking lights must be white, not amber. - The headlights in the UK are angled
differently than in the States because of driving on the other side of the road.
It is suggested that the re-aiming of your lights be done when you arrive in the
UK. - All vehicles built after 1 April 1986 must have a side repeater. A side
repeater is a separate turn signal in the fender that can be seen from the
driver side door. In most cases this means drilling holes in the fender of
approximately 3/4 inch. Wraparound lights may substitute for the side repeater
in some models. - All rear turn signals must flash amber, and must not adversely
affect any other light (brake light, parking light). Very few American vehicles
meet the standards for light requirements in the UK. The price for a light
conversion costs from $185 - $250.

PCS.
When applying for US Civil Service (GS/WG) positions, a separate SF-171,

The Mildenhall Child Development Program provides weekly care for children ages

COMMENTS Family Child Care is the regular care of a child, for more than ten
hours per week in the on-base home of another family. Persons who want to
operate a Family Child Care home must meet certain Air Force requirements (to
include licensing) before offering care to children. A cooperative program
between the AF Family Child Care and British Social Services offers those in
housing off base the opportunity to become a licensed Childminder. There can be
no more than six children receiving care in the home (including the provider's
children) under the age of eight, and only two of the children can be under two
years of age. Parents are still responsible for evaluating the home before
placing their child and should continuously monitor the care provided.
To be eligible for care, children must be two weeks through 12 years of age.
Parents must be active duty, retired military, employed civilians, or Department
of Defense employees. Children are required to have current, updated
immunizations, medical power of attorney and a Dependent Care form (in
single/dual military).
Hours of operation and fees charged are a matter of private negotiation between
the provider and the parents. Parents are required to fill out a contract prior

COMMENTS Many American parents see a few years spent in a British school as an
excellent experience for their children. Places can usually be found at local
schools, though not always at the school nearest to home, as this part of the
country has a steady influx of young British families and has shown a consistent
pattern of growth for the last fifteen years.
If your assignment in Britain is likely to last less than a year after your
child's admission, the school will usually deny your request. Neither will they
take children living on base, who are expected to use DOD schools.
Everyone based at RAF Mildenhall will live in either Suffolk, Norfolk, or
Cambridgeshire county. Although the education system is government run, each
county has a certain amount of leeway in applying the rules.
Children in the UK start full time, regular free state schooling in the term in
which they become five years old. In Cambridgeshire, however, they can start
full time regular schooling after their fourth birthday.
We estimate that around 1,200 children are currently being educated in local
schools, drawn from both RAFs Mildenhall and Lakenheath. They tend to be in
Primary (Elementary) schools, though some attend in Middle Schools between the
ages of 9 and 13. Only a few go on to High School, as most American parents
understandably prefer their teenagers to attend the DOD High School, where
they'll be prepared for the US college system, which is very different from
ours.
There's no point in looking for a school until you have a house on the economy.
Your landlord, estate agent (realtor), or next door neighbour will be able to
tell you where the nearest schools are. Otherwise call the Family Support Centre
on x3406 or the Community Relations Adviser on x2254, who will give you the
number to call.
Call the school and speak to either the head teacher or the school secretary,
who will make an appointment for you to visit the school with your child.
Schools have no specific registration day. Each child is registered when
necessary.

The following information is needed to register pupils in school at any
time:
1. A birth certificate or other certification of birth date is required for new
enrollees in kindergarten or first grade.
2. Parents enrolling students during the school year are requested to bring
school reports or report cards from the last school attended at the time of
registration
3. Immunization Certificate (see more below).
4. A copy of current orders and sponsor's Unit Identification (PAS) Code
available from the Military Personnel Flight (MPF).

you have a permanent home number.)

Newly enrolled children after the beginning of the year will start school the
day following registration if they enroll before noon. If children enroll after
noon, they will start two days following registration. Parents should request to
see a counselor at the time of registration if their children have any special
learning needs. According to DoDDS Student Registration Regulation, all
students' social security numbers are mandatory at time of registration.
Immunization Policy - A child will not be allowed to start school unless
immunized against the following diseases: Diphtheria, Pertussis, Tetanus, Polio,
Measles, Rubella and Mumps.
(Children must have had 5 DPTs, 2MRRs and at least 4 Polio vaccinations. The
last vaccination of each of these has to have been given after the age of
4.)
Exceptions to the policy will be made only in cases related to medical problems
and religious objection. Since all 50 states already have these immunization
requirements, there will be standardization between DoD and US school
requirements. Certificates to show that all immunization requirements have been
met will be issued by the Immunization Clinic at the RAF Lakenheath Hospital.
These certificates will be required as part of school registration. Parents may
obtain certificates for their children by taking their shot records to the
Immunization Clinic. It is suggested that you call the clinic to verify if open
or not at DSN 226-8148 or Civ 01638-528148.
The Kindergarten program is a half-day program: Kindergarten (bus) pupils,
living off base, go to the morning session. Kindergarten (walking) pupils,
living on base, go to the afternoon sessions.
This fully accredited elementary school has a standing enrollment of about 1,000
pupils. The school has about 75 teaching staff. The staff includes art, music,
computer, and physical education teachers, as well as two host nation teachers
who introduce British culture and customs. This school also has a Preschool
Handicapped Program and a Sure Start Program. All special education needs can be
accommodated for the learning impaired or moderately to severely impaired child.

COMMENTS Grades Sixth-Eighth operating under the middle school concept. There

PREPARING FINANCIALLY FOR YOUR PCS MOVE TO RAF LAKENHEATH
Moving to and living in England can be expensive. Your immediate concerns should
be to assess your present financial status and then construct a spending plan
based on anticipated expenses. Building a spending plan means knowing what your
entitlements will be and what to expect type of expenses you will incur when you
arrive. For example, there is no Food Stamp program at RAF Lakenheath but there
is a very active and effective coupon program available through the Family
Support Center. Similarly, prices of certain items on the British economy (such
as fruits and vegetables during a local market day) can be just a competitive as
those found in the base commissary. You should work closely with your sponsor to
find out how much things you anticipate buying or using here will cost such as
the price a used car, insurance, heating oil, local taxes, renting a house, etc.
Listed below are some normal expenses you might encounter while stationed in
England (i.e., road tax, TV tax, etc). You will also find information in the
Relocation Services section of this guide under Financial Preparedness.
Additionally, depending upon your present financial situation, consider the
following options: - Pay off as many bills as you can before you PCS. Negotiate
lower interest rates on credit cards. When possible, pay your bills by allotment
or a direct debit from an account. Sometimes a creditor might lower the interest
rate you pay if you asked them and pay by certain bills by direct debit. -
Comparison shop for needed items before coming overseas. Check local merchants
for clothing items, etc. and then ask your sponsor to provide you with an
average cost within AAFES or the local economy. - Anticipate clothing
requirements so you re not burdened the additional expense of buying extra
clothing when you first get here. - Anticipate delays in paying your bills from
the overseas area. Let your creditors know you are moving overseas and setup a
payment schedule accordingly. - Start saving and have an established savings
plan in place before you leave the states. This can help you defray unexpected
expenses and also help in case an emergency occurs back home. - If you re
presently a two-income family (and unless you ve been guaranteed a job),
anticipate a delay in finding employment. There are jobs available but obviously
employment rules differ off-base, or there might be a delay in finding a job
that matches your skills. The simplest recommendation is to adjust your families
spending habits to one income. - If possible avoid taking advances to your pay
(i.e., advance TLA, pay, etc.) until you arrive here and can assess exactly how
much you ll need for rent, utilities, etc. - If you do not think you can
financially afford to move your family to Lakenheath, consider the alternative
of leaving your family in the states until you find adequate housing and/or
transportation. If you consider this option you need to determine whether you
can afford to maintain two households instead of one.

Mail service: The Military Postal System provides most of the same services as
the United States Postal System, but you may expect your mail to take a bit
longer to be delivered because of the extra distance it must travel. Priority
packages and letter-class mail arrive in approximately 8 days. Magazines and
surface mail may take 30-35 days. Express mail service may be purchased for
delivery to CONUS in 3 days. Delivery confirmation is not yet available at Air
Force Post Offices. For complete guidance, please see USAFE Pamphlet
33-102.
Each base may be slightly different. (Mail to Italy and Turkey takes even longer
and not every place offers express mail.)
TEMPORARY LODGING ALLOWANCE (TLA): (1) Entitlements of TLA are based primarily
on permanent change of station moves and nonavailability of government quarters,
other than transient type facilities and suitable or adequate private rental
housing; (2) newly arrived members are required to report to the Housing Office
within 2 workdays of arrival to register for permanent housing; (3) You must
report to the Housing Office at the end of each 10 day TLA period for
certification and approval of your TLA claim and (4) TLA is limited to 60 days
upon arrival, though this is not an automatic entitlement; each day must be
justified.

DIRECTIONS TO LAKENHEATH:
People arriving by air will arrive either at the AMC Terminal at RAF Mildenhall
or a commercial airport, Gatwick, Heathrow or Stanstead. Regardless of your
point of entry, please let your sponsor know your travel/flight plans and any
last minutes changes. The base provides a contract bus service which departs
twice daily from Gatwick and Heathrow. The name of the present carrier is
"Coach Services". IF FOR SOME REASON YOU MISS THE CONTRACT BUS or
arrive after its departure, please call the TMO Passenger Travel Section at
01638-521854 (Monday through Friday 0800-1630 hours) or the base Motor Pool at
01638-524843 (all other hours). IN ALL INSTANCES the contracted bus or taxi
driver will require four copies of your PCS orders.
GATWICK: The contract bus departs from the North Terminal (Coach Road) at 0930
and departs from the South Terminal (Bus Bay D) at 1000, arriving at Lakenheath
Billeting (Liberty Lodge, Bldg 955) at approximately 1300. A second contract bus
leaves the North terminal (Coach Road) at 1200, the South Terminal (Bus Bay D)
at 1230, and arrives at Lakenheath Billeting at approximately 1530. Contact the
Airport Information Desk for directions on where to meet the bus.
HEATHROW- The contract bus departs from Terminal 3 Arrivals at 1000 and arrives
Liberty Lodge at 1230. A second bus departs at 1230, arriving at Liberty Lodge
at approximately 1500. If for some reason you miss the contract bus or arrive
after its departure, you should call the TMO Passenger Travel Section at
01638-521854 (Monday through Friday 0800-1630 hours) or the base Motor Pool at
01638-524843 (all other times).
STANSTEAD - Advise your sponsor that you are coming into Stanstead, so they can
meet you. Otherwise, call the TMO Passenger Travel Section at 01638-521854
(Mon-Fri 0800-1630 hours) or the base Motor Pool at 01638-524843 (all other
times). Remember, if you are picked up by a taxi or bus contracted through the
base, the driver will require four copies of your PCS orders.
MILDENHALL- If you arrive on a military contract flight from Baltimore, your
sponsor or unit representative should meet you. In the event your sponsor does
not meet you, we provide a military bus to take you to the Lakenheath Lodging
Office. The personnel at Lodging will help you contact your unit and make
arrangements for you to meet your sponsor. Ensure your sponsor is aware of your
arrival date.
When you arrive at Liberty Lodge,you should know that rooms are generally not
ready for occupancy until 1300. You may store your luggage in a secure area in
Billeting and wait in the lounge until the room is ready.

ELECTRICITY - British electricity is 220 volts, 50
cycles as opposed to the American system which is 110 volts, 60 cycles. In order
to use American appliances in off-base accommodations you will need to use a
transformer, which will only convert the voltage, but won't alter the cycles and
as a result large appliance motors (ie. refrigerators, washers and dryers) may
not last as long as they would back in the States. Washers, dryers, and
refrigerators are available for command sponsored personnel for the duration of
their tour through Housing Supply at RAF Feltwell. Smaller appliances such as
toasters and irons as well as stereos and computers will work with transformers.
To help you determine your transformer needs: -Ensure proper sized transformers
are used when operating American 110 Volt appliances. -As you are probably aware
some electronic devices nowadays are dual voltage. Some require flipping a
switch, others can detect the current it s plugged into and adjust
automatically. -To determine the required transformer WATTAGE multiply the Amps
times the Volts. A 5-amp appliance, for example, will require a minimum of a
550- Watt transformer to properly operate the appliance. (5 amp x 110 volt = 550
watts) -Always check ratings and manufacturers tag on appliances -Insure
transformers are serviceable -If transformers have a cooling fan, make sure it
works! -Don t use multiple plug adapters on transformers

TV LICENSE - If your television receives a British TV
signal (either a British or a multi-system TV) you must pay the TV License fee
of 101.00 (approx $172.00) or be subject to a large fine! The tax covers one
year's use and is good for any number of TVs. American television sets are not
compatible with the British broadcasting transmitting system and cannot be
converted. Televisions are readily available to buy or rent, either through the
base exchange or through local shops. You may use your American television to
play American VCR tapes or as a monitor for your personal computer, however, the
screen may appear rather jumpy because of the 50 cycle electricity. American
televisions will not receive from British VCRs nor will American VCRs play
British tapes.

FOOD STAMPS AND WIC - There is a WIC pilot
program available for RAF Lakenheath and RAF Mildenhall personnel. Please see
information under "State and Community Social Service Agencies" in the
Local Community section of this phamplet. Food Stamps are presently not
available in overseas locations, however there is a very active food coupon
program available through the Family Support Center.
DRIVING IN BRITAIN- Road regulations are given
in the "Highway Code" Booklet. Your options for getting a copy of this
booklet include: - Look at a copy of the book on the web or - Pickup a
copy through your Unit INTRO Monitor once you arrive - Ask sponsor if they can
send you a copy of the book so you (and eligible family members) can study it
before you arrive in Britain. Information about registering your vehicle or
buying a car are located on the Lakenheath Pass and Registration/Wing Ground
Safety local area websites. This will be accessible to the service member once
she/he arrives and sets up an official e-mail account.
The majority of British traffic signs are of International standard. In Britain,
you must drive on the left and pass on the right. The wearing of seat belts is
mandatory for all passengers. Unless signs indicate otherwise, the speed limits
are 30 MPH in built up areas, 60 MPH on single lane carriageways, and 70 MPH on
dual carriageways and motorways. British roads are generally much narrower than
US roads. (Check the web site listed above for more information.)
ROUNDABOUTS - Give way to the right before entering a roundabout. They are
designed to keep traffic moving, always use indicators to signal intentions.
Roundabouts are NOT FOUR WAY STOPS.
ROAD TAX- Your vehicle will be 151/year (approx $250) or 82.50/6 mos ($145). If
your car is imported (shipped) into the UK, it will be tax free for the first
year - then you must pay. Additionally, all vehicles over 3 years old must have
a Ministry of Transportation (MOT) safety inspection. Imported vehicles also
must have some modifications (i.e. white parking lights, headlights tilted left,
amber turn signals (both front and rear), etc.). Your car can be modified before
or after you arrive, but the modifications must be made before it is certified
to be driven on the roads. It is recommended that the modifications be made
after your arrival to ensure it meets UK standards.
MOT INSPECTION - This is an annual inspection required of any car over three
years old. The cost for the inspection is approximately 25 ($45). Any parts or
service to the vehicle to ensure it passes the inspection will be above the MOT
cost.
NEW VEHICLE INSPECTION - Effective 1 July 1998, all non-European specification
privately owned vehicles less than THREE YEARS OLD that are imported will also
need to undergo a safety inspection before being allowed a license to operate in
Great Britian. This change does not affect vehicles already licensed to operate
here or change the requirement to have a British MOT inspection for any vehicle
older than three years. Contact Pass and Registration upon your arrival for
further information regarding this requirement.
PURCHASING A CAR IN BRITIAN - Before you purchase a vehicle, be aware there is
no Lemon Law in England. It would be unwise to buy a vehicel without a recent
MOT certificate, even at a bargain price. Even buying a car with a new test
certificate doesn't guarantee that it's in good condition.
If you are buying a car privately without a guarantee, you should have an
independent inspection carried out by a motoring organization (e.g. AA, RAC,
etc). Alternatively, you can take your car to a garage and have them do a
pre-test on your car. It may be worth it in the end.
PARTS FOR A US "SPECIFICATION" CAR - Buying parts for a US car in
Britain can be very expensive. Not only that, but you might have to wait a while
for the part to arrive. A good idea would be to have family contacts and/or
friends in the US who would be willing to purchase and mail the parts to
you.
YOU AND YOUR CAR IN BRITAIN
All personnel (service personnel and family members) who plan on driving in
England must possess a valid stateside driver's license to meet local country
drivers licensing requirements. Pass and Registration does check for a stateside
drivers license before issuing a 3AF permit.
Effective 31 Jan 2001 Vehicle Processing Centers (VPC) will no longer accept
POVs without the required Lienholder release letter or title. The grace period
which has been in effect allowing a member to leave their POV at the VPC while
he/she obtains the leinholder release form will expires as of 1 Feb.
LICENSE TAGS/AUTO REGISTRATION REQUIREMENTS - The Road Traffic Act requires all
vehicles registered in the UK to possess two registration (license) plates.
Those that do not can be fined. It is also illegal to "make one out of
cardboard". The traffic code allows short term visits of vehicles not
meeting UK specifications but they are for "tourists"---members of the
"visiting forces" (military personnel assigned here)do not fit into
this category. There are two exceptions to this. You can drive your vehicle from
the import pickup point to your home and to/from your residence to a prearranged
MOT or light conversion. The local constabulary traffic division is aware of our
special circumstances and do not actively pursue vehicles having only one
stateside plate. While not officially condoning it, they liberally apply it to
us for the first 30 days. The problems may arise if you travel outside the local
area. There is a maximum 2,000 fine for this offense but none of the officers
can remember such a hefty fine being imposed. A member of the visiting forces (USAF)
must register their vehicle within 30 days but actually can be completed in less
than one week. Here's how to do it: 1) Arrange the MOT/light conversion the same
day you pick up your vehicle from the POV arrival compound 2) Turn in your
paperwork that same day 3) Sit back and wait for the registration to get back.
DVLC advertises a ten day turn around but it usually takes only 6 and recently
has been as few as 3 work days.
ADJUSTMENTS OF VEHICLES TO MEET UK LAWS - There are several changes which may
have to be made to your vehicle so that it will meet the UK specifications:
1.Headlights must be adjusted so the beams direct to the left instead of the
right. 2. The parking lights in the front must be white. The only lights in the
front which can be anything other than white are the turn signals. 3. The turn
signals in the rear of the car must be yellow. 4. Cars 1980 and newer must have
a red rear fog light on the right side with a separate illuminated switch
mounted by the driver. 5. For cars 1986 and newer, the turn signal indicator
must be visible from the side. We recommend that these adjustments be made after
the vehicle arrives in the UK. All materials and/or service for these changes
can be made at the Services Auto Hobby Center or the AAFES garage. Adjustments
can generally be made at a cost of $100 or less.
UNLEADED GASOLINE - Unleaded gasoline is available on and off base.
AUTO INSURANCE - Auto insurance in Britain is written on an annual basis and is
generally higher than in the U.S.A. This is particularly true for DRIVERS UNDER
THE AGE OF 25 and for American cars. No US manufacturer makes a car for the
British market (right hand drive). Costs of insuring American cars are higher
for two reasons - 1. They are involved in a higher percentage of accidents. 2.
In case of an accident, all parts have to be shipped from the states. Insurance
companies load this anticipated extra cost directly into the premium. This also
adds to the inconvenience of the customer. Full cover premiums for American cars
with drivers under the age of 25 are very costly.
Britain does have a progressive "no claims" discount system. The
discount is based on continuous full years of claims free insurance. The
discount ranges from 30% to 60% depending on the number of years of claims free
driving that can be proved. A simple letter signed by your insurance
representative on insurance company or agent letterhead paper stating the time
insured, the policy number, the number of cars insured, and that there were no
claims made during the insured time period will be sufficient to enact the
discount. The discount is a claims free discount, not an accident free discount.
Most British companies will count any claims against you. This includes claims
for theft, fire, storm damage, and vandalism.
There are two American insurance companies who write car insurance in England,
USAA and GEICO. US policies from these companies are not valid in England but
you can start a foreign policy before leaving the states if qualified. Contact
your local GEICO or USAA representative before you depart the U.S.

YOU PLAN TO SHIP TO THE UK BEFORE YOU SHIP IT. THIS WAY YOU CAN MAKE AN INFORMED
DECISION ON SHIPPING A CAR. YOU MAY WAIT UNTIL ACTUALLY ARRIVING IN BRITAIN

PASSPORT AND VISA INFORMATION - As a
newcomer to the United Kingdom, there are several items which you should be
aware of concerning passports and visas.
VITAL RECORDS - It is very important that you have certain original documents in
your possession which may be required for any passport or visa applications
processed during your stay in the UK. For example, an old US passport, US state
birth certificate with the raised or colored seal with a filing date within one
year from the date of birth, Naturalization certificate, marriage certificates,
divorce decrees, adoption papers, etc. Please note that the US Embassy in London
will NOT accept ID card or a hospital birth certificate as evidence of
citizenship.
TRAVEL REQUIREMENTS - Not all countries allow military personnel to perform
personal travel on ID card and leave orders. Some countries do require military
personnel to travel on travel passports, for example, Austria, Southern Ireland,
and Turkey. Also, if you go TDY to a non NATO country, an official passport MAY
be required. In order for the Military Personnel Flight to obtain a passport for
you, evidence of citizenship is required.
An added benefit of a USAFE assignment is the ability to travel in Europe and
see sights that many people spend a lifetime just dreaming about. Your MPF will
ensure that members and their families have the appropriate documents to enter
the country where they will be assigned. If you wish to travel while assigned in
Europe it is recommended (not mandatory) that you and your family acquire
tourist passports (at your expense) before coming to Europe. Your tourist
passport will ensure you can travel freely to all European countries. A no-fee
passport will not allow entry into some European countries.

Community Housing
The average British home is considerably smaller than those found in the United
States. The house that one chooses to live in off base should be large enough to
accommodate all of the member's household goods that have been shipped to the
UK. There are no storage facilities or authorizations for storage of excess
household goods at government expense. You will have to determine whether your
household goods will be too large to be accommodated by a smaller British home,
then decide which items you will want to put in non temporary storage during
your tour at Lakenheath. At that point, you will need to consult your losing
base TMO to arrange for non temporary storage of your goods.
If you have children who will attend DODEA schools, you will need to check to
see if the local economy house you are considering renting is on an established
school bus route. Make sure you take your contract to the Lakenheath Housing
Office for approval before you sign it, and check see if there is a school bus
stop near you.
Over 80% of families locate housing on the economy within 45 days of arrival. It
is important to review the bulleting board at the housing office and the
computer listing daily. Your sponsor will be able to help you with
transportation during house hunting or you can utilize the free minibus taxi
service operated by the Housing OFfice.

Utilities
Utility costs vary greatly depending on the type of heating, physical structure
of the house, and personal needs. The types of heating include gas, electricity,
oil, and coal. Gas radiators usually provide the most economical heat. (Economy
7 lowers the cost of electricity used during off peak hours.)
A detailed reference guide for choosing a rental home in the community is
available from the housing office on arrival.
When deciding on any type of utilities always keep in mind the cost. Normally
residents are billed quarterly unless specified otherwise. Also, you can have a
set amount taken out of your checking account monthly, which is known as budget
billing.

Electricity is the most expensive type of heating. The cost will vary depending
on the size and structure of the house, amount of hot water used, etc. Like in
the US, you pay for what you use. It definitely pays to look for economy housing
with features like double glazed windows and "economy 7" electricity.
The Housing Office can assist on what features to look for to save on utility
bills. The company will bill you on a monthly or quarterly schedule or they will
debit your bank account once a month if you prefer. The bill will be an
estimate, with actual readings of the meter normally occurring at least once a
year. You are highly encouraged to read your own meter so large discrepancies in
the estimated and actual usage will be quickly noticed.
